Prohibits counties from requiring law enforcement officers to arrest a specific number of persons within a designated period of time, expanding existing citation quota prohibitions.

Prohibits municipalities from requiring police officers to arrest a specific number of persons within a designated period of time, expanding existing citation quota prohibitions.

Specifies that arrest numbers cannot be used in performance evaluations or comparisons between officers at any of these agencies, though "points of contact" evaluations (traffic stops, warnings, crime prevention) remain permitted.
