HB4586 Summary

• Beginning with the 2025-2026 school year, school districts must notify parents or guardians of students about mental health services available in the school, district, or community.

• Students ages 12 and older must receive age-appropriate notification about available mental health services and their right to request outpatient counseling or psychotherapy under the Mental Health and Developmental Disabilities Code.

• School districts must provide notifications at initial enrollment, prior to November 1 each school year, and between January 1-March 1 each school year, considering languages most commonly spoken in their communities.

• School districts may refer parents and guardians to the Care Portal maintained by the Department of Human Services.

• Charter schools are required to comply with these mental health notification requirements (Sections 10-20.87 and 34-18.87).
