Repeals Section 12 of the Illinois Vehicle Hijacking and Motor Vehicle Theft Prevention and Insurance Verification Act.

Adds definitions to the Illinois Vehicle Code for "catalytic converter" (a post-combustion emission control device containing nonferrous metals like rhodium, platinum, and palladium) and "detached catalytic converter" (one previously installed on a motor vehicle and removed).

Requires recyclable metal dealers to record the vehicle identification number and unique markings of catalytic converters purchased, along with a copy of the seller's certificate of title or uniform invoice proving vehicle ownership.

Prohibits recyclable metal dealers from purchasing detached catalytic converters unless the seller is licensed as an automotive parts recycler or scrap processor.

Eliminates the previous exemption allowing sales of detached catalytic converters with written documentation of ownership, replacing it with a requirement that sellers possess proper licensing or the catalytic converter must still be attached to the vehicle.
