Requires lobbyists and lobbying entities to maintain records relating to registration and reports for at least 3 years.

Authorizes Secretary of State to investigate lobbying activities, require production of relevant documentary evidence and testimony, and revoke or suspend registration for failure to file reports or pay penalties.

Exempts documents and evidence collected by Secretary of State during investigations from disclosure under the Freedom of Information Act.

Requires registrants to disclose compensation received from each client in registration and report filings.

Adds conforming amendments to the Freedom of Information Act regarding investigative materials from lobbyist registration enforcement.
