Display of mobile credential does not authorize law enforcement to search mobile device; officers must promptly return device after verification and are immune from liability except for willful and wanton misconduct.

Fee to install mobile credential application capped at $6; electronic credentials designed to allow users to maintain physical possession of device during verification and protect privacy through limited data sharing with explicit consent.
