Removes exemption for employees covered by collective bargaining agreements with employers providing national and international delivery, pickup, and transportation services (parcels, documents, and freight).

Adds employees as defined in the Federal Employers' Liability Act (45 U.S.C. 51 et seq.) to the list of excluded employees who do not receive paid leave protections.

Maintains existing paid leave requirements under the Paid Leave for All Workers Act, including the minimum of 40 hours per 12-month period for eligible employees.

Preserves exemptions for construction industry employees covered by collective bargaining agreements and allows existing collective bargaining agreements to remain unaffected.
