Renames Section 5-45.35 to Section 5-45.52 of the Illinois Administrative Procedure Act and extends the repeal date from December 8, 2024 to August 4, 2025, allowing emergency rulemaking by the Department of Financial and Professional Regulation to implement Public Act 103-568.

Extends the repeal date of Section 2105-380 of the Civil Administrative Code from December 8, 2024 to January 1, 2026, continuing authorization for the Department of Professional Regulation to extend professional license expiration dates and waive late fees during periods of significant operational need.

Increases the annual recurring rate for small wireless facilities on authority utility poles from $200 to $270 per year and extends the repeal date of the Small Wireless Facilities Deployment Act from December 31, 2024 to January 1, 2030.

Extends the repeal date for DuPage County municipal hotel tax provisions from January 1, 2025 to January 1, 2027, allowing continued revenue collection for tourism and economic development purposes.

Extends the period for interfund transfers in school districts from June 30, 2024 to June 30, 2026 and delays the repeal of Public Utilities Act Articles 13 and 21 from December 31, 2026 to January 1, 2030.
