Amends the Homeowners' Energy Policy Statement Act to prohibit homeowners' associations, common interest community associations, and condominium unit owners' associations from adopting bylaws or policies that prohibit installation of rain water collection systems or composting systems.

Prohibits deed restrictions, covenants, or similar binding agreements from preventing installation of rain water collection or composting systems on properties subject to homeowner associations.

Allows associations to establish location or design requirements for rain water collection and composting systems, and requires systems to meet applicable State and local permitting standards.

Requires associations to process applications for approval of rain water collection or composting system installations within 90 days of submission.

Voids any conflicting provisions in homeowners' association declarations or energy policy statements that contradict these protections as contrary to public policy.
