Creates the School District Mandate Task Force to conduct a statewide study on information and data needed to estimate fiscal, operational, and other impacts that General Assembly bills impose on local school districts through mandates.

Task Force membership consists of 16 members including state legislators, the State Superintendent or designee, representatives from teachers' organizations, school administrators, principals, school boards, and various school district organizations reflecting racial, ethnic, and geographic diversity.

State Board of Education provides administrative and other support to the Task Force, with the State Superintendent of Education designating the chairperson and calling the first meeting no later than July 15, 2024.

Task Force shall submit final report with model legislative language to the General Assembly and State Board of Education on or before November 15, 2024, after which the Task Force is dissolved.

Act is repealed on July 1, 2025.
