Authorizes the Illinois Environmental Protection Agency to participate in an interstate clearinghouse to promote safer chemicals in consumer products and establish a data collection interface for PFAS reporting.

Requires manufacturers of PFAS or products containing intentionally added PFAS sold, distributed, or imported into Illinois to register on the publicly accessible data collection interface by July 1, 2026, and annually thereafter.

Mandates manufacturers provide specific information including product name, universal product code, purpose of PFAS use, identity and amount of PFAS compounds, quantity sold in Illinois, and manufacturer contact information.

Authorizes the Agency to adopt rules, enter contracts, and provide technical assistance to manufacturers to implement the registration requirements by January 1, 2026, while streamlining reporting with other states' requirements where feasible.

Establishes civil penalties for manufacturer violations and exempts certain products from registration requirements as determined by Agency rules.
