Amends the Lobbyist Registration Act to create a new exemption for persons or entities communicating with officials solely to discuss and negotiate economic incentive agreements and awards.

Exemption applies to discussions involving the Reimagining Energy and Vehicles in Illinois Act, Section 605-1025 of the Department of Commerce and Economic Opportunity Law, Manufacturing Illinois Chips for Real Opportunity (MICRO) Act, Economic Development for a Growing Economy Tax Credit Act, Illinois Enterprise Zone Act, Invest in Illinois Act, and various other statutory economic incentive programs.

Exemption requires that persons or entities do not make expenditures reportable under Section 6 of the Act.

Exemption does not apply if a person or entity performs any other actions that would require lobbyist registration; such persons must still register with the Secretary of State if engaging in other lobbying activities.

Requires consultants who communicate with officials on behalf of a lobbyist or lobbying entity for purposes of influencing executive, legislative, or administrative action to register as lobbyists within 2 business days.
