• Amends Section 13-506.2 of the Public Utilities Act to regulate market classification and service requirements for telecommunications carriers electing market regulation for competitive retail services.

• Requires "Electing Providers" to offer three optional service packages to residential customers at January 1, 2010 price levels: basic package (access line plus 30 local calls), extra package (access line with unlimited local calls), and plus package (unlimited calls plus 2 vertical services).

• Establishes service quality standards for basic local exchange service including installation within 5 business days, service restoration within 30 hours of outage notice, and keeping scheduled appointments, with automatic customer credits for violations.

• Allows Electing Providers to cease offering optional packages after July 1, 2017 upon providing two notices (90 and 30 days in advance) to affected customers and the Commission.

• Requires Electing Providers to reduce intrastate switched access rates in four installments to match interstate rates by June 30, 2013, and maintain parity thereafter.
