Changes reporting deadline from July 1 to September 30 annually for demographic data by the State Board of Education and specified Departments related to program participants.

Requires use of common racial, ethnic, age, sex, disability status, sexual orientation, gender identity, and primary/preferred language classifications established by the Governor's Office of Equity, with classifications reviewed and updated every 5 years.

Exempts programs with federal reporting requirements from state demographic collection requirements for federally reportable categories, and exempts programs serving individuals under 18 years old from collecting sexual orientation and gender identity data unless collected anonymously or required for eligibility.

Establishes a project implementation team within the Governor's Office of Equity with representatives from the Governor's Office, Department of Innovation and Technology, and Governor's Office of Management and Budget to oversee implementation.

Requires Department of Innovation and Technology to work with Governor's Office of Equity to identify and advise on common technological processes for cataloging data, identifying similar fields, managing and sharing data, and ensuring all major programs can report disaggregated demographic data.
