HB4639 - Small Single-Use Plastic Bottle Act

• Hotels with 50 or more rooms must stop providing small single-use plastic bottles (under 6 ounces) containing personal care products (shampoo, conditioner, bath soap) to guests in sleeping rooms or shared bathrooms beginning July 1, 2025.

• Hotels with fewer than 50 rooms must comply with the same prohibition beginning January 1, 2026.

• Hotels may provide personal care products in small single-use plastic bottles upon request at no cost in locations other than guest rooms, room spaces, or shared bathrooms.

• Local governments and home rule units are prohibited from passing ordinances or rules that restrict hotels from providing small single-use plastic bottles containing personal care products.

• Hotels receive a written warning for a first violation and face a $500 civil penalty for each subsequent violation.
