IL HB4660

Amends the Mechanics Lien Act to modify contractor notice requirements for owner-occupied single-family residences by requiring contractors to provide owners with a specific statutory notice in at least 10 point boldface type before the first payment is made.

Eliminates the requirement that subcontractors notify occupants of owner-occupied single-family residences within 60 days of beginning work to preserve their lien (removes subsection (b)(ii) and related provisions).

Clarifies that the contractor's sworn statement must list all parties furnishing labor, services, materials, fixtures, apparatus, machinery, or forms/form work and the amounts due to each party.

Updates language throughout the Act to replace gendered pronouns (his/her) with gender-neutral references and changes "sub-contractor" and "material man" to "subcontractor" and "material supplier" for consistency.

Maintains that contractual provisions conditioning payment from a contractor to a subcontractor on receipt of payment from an owner cannot be used as a defense in lien claims.
