Amends Section 9-241 (Nondiscrimination) to prohibit electric utilities in counties with 3,000,000+ population from establishing unreasonable differences in rates, charges, services, or contractual terms for access to or use of utility infrastructure by other persons.

Requires the Illinois Commerce Commission to conduct a comprehensive study by January 1, 2023 on low-income discount rates for electric and natural gas customers, with authority to permit or require utilities to file tariffs establishing such rates after completion.

Mandates utilities to adopt rules requiring semi-annual mailings and other distribution methods to inform consumers about available rebates, discounts, credits, and cost-saving mechanisms to lower utility bills.

Adds new provisions to Section 16-108.5 (Infrastructure Investment and Modernization) allowing electric utilities in counties with 3,000,000+ population to grant non-discriminatory access to their infrastructure, facilities, and assets to facilitate broadband service delivery to Illinois residents and commercial customers, with Commission authority to resolve disputes.
