Extends the deadline for eligible employment in subject shortage areas from June 30, 2024 to June 30, 2029 for retired teachers participating in the return-to-teaching program.

Allows retired annuitants (except disability retirees) to work in certified teacher positions at public schools experiencing teacher shortages without losing retirement status or annuity payments.

Requires school districts to offer substantially similar health benefits to participating retired teachers as provided to active teachers, without pre-existing condition limitations.

Mandates school districts comply with hiring requirements including offering positions to non-retired qualified teachers first, and conducting at least 90 days of recruitment through college placement offices, the Illinois Education Job Bank, and online job portals.

Exempts school districts from the 90-day recruitment requirement for up to 90 school days when replacing a teacher who leaves due to documented illness, injury, or disability, but requires ongoing recruitment efforts.
