Amends the Election Code to allow the State Board of Elections to furnish electronic voter registration records at reasonable cost to any person making a sworn affidavit, except during the 27 days immediately preceding any election.

Restricts disclosed information by prohibiting release of email addresses, birth day and month, driver's license numbers, identification card numbers, street numbers, and social security numbers, but permits disclosure of birth year.

Mandates voter registration records be used solely for bona fide election purposes and prohibits use for personal, private, or commercial purposes including intimidation, threats, deception, advertising, solicitation, sale, or marketing of products or services.

Requires the State Board to publicly disclose all requests for voter registration records on a publicly accessible website no sooner than 14 days after the request, regardless of approval or denial.

Establishes penalties of Class 4 felony for knowingly violating the provisions and allows denials of future requests to any person or entity that has violated these restrictions.
