Applicants for a Professional Educator License with a school support personnel endorsement for non-teaching speech-language pathologist must pass the national Praxis test in speech-language pathology administered by the Educational Testing Service to satisfy content area knowledge requirements.

Speech-language pathologist applicants may complete a school internship, externship, or practicum before taking the Praxis test, but must pass the Praxis test prior to licensure.

The State Board must consult with test vendors within 90 days of July 28, 2023 to develop a plan transitioning the elementary education grades 1-6 content area test by July 1, 2026 to include testing elements covering bilingualism, biliteracy, oral language development, foundational literacy skills, and developmentally appropriate comprehension.

A Teacher Performance Assessment Task Force is created with 25 members from various educational organizations and stakeholders to evaluate performance-based and objective teacher assessment systems for state implementation.

The Task Force must report recommendations on a teacher performance assessment system to the State Board of Education and General Assembly by August 1, 2024.
