HB4677 - Illinois Caregiver Assistance and Resource Portal Act

• Establishes the Illinois Caregiver Assistance and Resource Portal, a state-created virtual platform to be created and maintained by the Department on Aging in consultation with the Departments of Healthcare and Family Services, Public Health, and Veterans' Affairs.

• Portal shall provide centralized online resources for Illinois' 1,300,000 unpaid caregivers, including information on state and federal programs, non-profit resources, caregiving tools and guides, nursing home ratings, Medicaid coverage, financial assistance, veterans' benefits, and legal planning resources.

• Portal must be user-friendly and accessible to people of all ages and abilities, with features including search functionality, multi-language support, and compatibility with assistive technologies.

• Department on Aging shall conduct outreach and promotional campaign coordinated with the state 2-1-1 Service system to inform healthcare providers, social service agencies, and community organizations about portal availability.

• Portal implementation required 3 years after the act's effective date, with annual reporting to the General Assembly on usage statistics, user feedback, and necessary improvements; funding subject to appropriation from state and possible federal resources.
