Transportation Division of Illinois Commerce Commission shall establish a statewide, publicly available database for licensed tow operators to enter information about vehicles towed for safety or relocation purposes.

Database must allow each tow operator individual login access to enter information via mobile device and may integrate with existing law enforcement databases and include vehicle identification number validation features.

Commercial and safety relocators must electronically notify the relevant law enforcement agency within one hour of relocating a vehicle by entering specified information (relocator details, vehicle information, relocation date/time, origin and destination addresses) into the database.

Relocators must report vehicles unclaimed for 15 days as unclaimed within 5 days of that 15-day period expiring by entering information into the database.

Relocators failing to comply with electronic notification requirements may not charge or collect fees related to relocation, processing, or storage of the vehicle, and may not dispose of unclaimed vehicles.
