On January 1, 2025, transfers the remaining balance from the Electronic Health Record Incentive Fund to the Public Aid Recoveries Trust Fund, then dissolves the Electronic Health Record Incentive Fund with future deposits and liabilities passing to the Public Aid Recoveries Trust Fund.

On January 1, 2026, transfers the remaining balance from the Juvenile Rehabilitation Services Medicaid Matching Fund to the Public Aid Recoveries Trust Fund, then dissolves that fund with future deposits and liabilities passing to the Public Aid Recoveries Trust Fund.

On January 1, 2025, transfers the remaining balance from the Provider Inquiry Trust Fund to the Healthcare Provider Relief Fund, then dissolves the Provider Inquiry Trust Fund with future deposits and liabilities passing to the Healthcare Provider Relief Fund.

Repeals the requirement for the Department of Healthcare and Family Services to conduct annual audits of the County Provider Trust Fund.

Repeals provisions concerning the Medicaid Research and Education Support Fund, enhancement payments for Medicaid research and education, and eliminates the Supportive Living Facility Funding Article and Fund.
