Modifies enrollment deadlines for employers in the Illinois Secure Choice Savings Program, with employers having 5-15 employees required to enroll no sooner than September 1, 2023, and employers with 15-25 employees no sooner than September 1, 2022.

Changes language regarding opt-out procedures from "using the form" to "in the manner" described in Section 55, and removes requirement that employers designate open enrollment periods at least annually, making such periods optional.

Eliminates provisions restricting re-enrollment of employees who previously opted out, allowing them to enroll outside designated open enrollment periods at employer discretion.

Expands employer options to establish qualified retirement plans including 401(k)s, SEP plans, or SIMPLE plans as alternatives to facilitating participation in the state Program.

Requires the Board to establish and maintain an informational website to help employers identify private sector retirement arrangement providers, contingent on sufficient interest and funding from private providers.
