Amends Illinois Vehicle Code Section 18a-302 regarding private property owners' right to remove unauthorized vehicles through commercial relocators.

For units of local government other than those with population over 2,000,000: written notice is required before vehicle removal, consisting of a sign at least 24 inches by 36 inches, positioned 4-8 feet above ground, either illuminated or reflective, stating towing charges.

Exempts residential property clearly reserved exclusively for residents and their vehicles from express notice requirements.

For municipalities with population over 2,000,000: establishes different notice requirements, with express notice mandated under subsection (b).

Allows local governments to impose additional or greater notice requirements beyond those specified in the bill.
