Adds cease and desist order authority to the Private Business and Vocational Schools Act, allowing the Board to issue orders to schools operating without required permits and impose civil penalties up to $10,000 per violation, with each day constituting a separate offense.

Establishes that cease and desist orders must include the school's name and address, factual statement, statutory citations violated, and penalty imposed, and must clearly inform schools they may request a hearing within 30 days.

Makes cease and desist orders final and non-appealable if schools do not request a hearing within 30 days of service, and authorizes the Attorney General to enforce penalty collection in circuit court.

Adds identical cease and desist order provisions to the Private College Act for post-secondary educational institutions operating without required certificates of approval, with the same $10,000 penalty cap and hearing procedures.

Amends the Private College Act's violations section to establish jurisdiction for circuit courts to enjoin violations upon application by the Board's Executive Director, Attorney General, or State's Attorney.
