Creates a minimum annual funding pool of at least $50,000,000 for safety-net hospitals with perinatal designations to address infant mortality in minority communities, with no eligible hospital receiving less than $5,000,000 annually.

Establishes a $10,000,000+ annual program for critical access hospitals to support perinatal, OB/GYN, behavioral health, substance use disorder, specialty services, and telehealth in rural Illinois.

Sets minimum annual payment guarantees for calendar year 2023: $858,260,000 for safety-net hospitals, $86,200,000 for critical access hospitals, and $1,765,000,000 for high Medicaid hospitals.

Modifies graduate medical education reimbursement rates, increasing from 22.6% (July 2020-December 2022) to 35% for safety-net and large teaching hospitals and 30% for other qualified hospitals (January 2023-December 2026).

Provides separate fee-for-service supplemental payment schedules for different hospital types starting January 1, 2023, including increased per-diem rates for critical access hospitals ($750 inpatient/outpatient) and safety-net hospitals ($1,350 inpatient/outpatient).
