Circuit court clerks must verify identity using photo identification and notify filers and listed contacts (family members, mental health professionals, etc.) when the waiver is accepted; the waiver is entered into background check systems within 24 hours.

Permits filers to revoke the voluntary waiver after at least 7 calendar days have passed, with the Illinois State Police removing them from background check systems and restoring suspended licenses within 7 days of revocation.

Classifies knowingly making false statements about identity on waiver or revocation forms as a Class 2 felony.

Exempts voluntary waiver records from public disclosure under the Freedom of Information Act and requires firearm dealers to make the waiver forms available at their locations.
