Amends the Public Utilities Act to require public service companies that are members of a Regional Transmission Organization to submit an annual report to the Illinois Commerce Commission by February 1 each year.

Report must include all recorded votes cast by the public service company during the preceding calendar year, regardless of whether the vote is otherwise publicly disclosed.

Report must include all recorded votes cast by affiliates of the public service company at Regional Transmission Organization meetings if the company itself did not vote on those matters.

Each vote included in the report must be accompanied by a brief explanation describing how the vote serves the public interest.

Defines "recorded vote" to include any final or non-final vote tabulated at Regional Transmission Organization meetings, regardless of whether it represents a final position or carries decision-making authority.
