Increases the maximum initial extension for lead service line replacement timelines from 20% to 30% of the original replacement timeline that water supplies can request from the Illinois EPA.

Applies to community water supplies seeking extensions to their lead service line replacement plans beyond the deadlines established in subsection (v).

Maintains the requirement that any extension must be approved by the Agency based on developed criteria considering factors like the number of service connections and unknown service lines.

Preserves the existing provision allowing a second extension of up to 10% of the original timeline only in situations of extreme hardship.
