Expands reporting requirements to include youth remaining in emergency placements over 30 days, psychiatric hospitals beyond medical necessity, detention centers, and out-of-state residential treatment facilities, with details on demographics, barriers to placement, and outcomes

Adds new reporting category for youth in care remaining overnight in unlicensed temporary living spaces (such as department or child welfare agency offices) solely due to lack of available placements, including youth demographics and placement details

Requires reporting on youth not in Department custody who were subjects of child protection investigations coded as 84b (lock-out, psychiatrically hospitalized) and youth in emergency rooms over 24 hours waiting for psychiatric hospital admission

Mandates Department description of data collection methods, validity concerns, and steps being taken to reduce wait times for appropriate placements across all categories
