HB4774 Summary

• Amends the Unemployment Insurance Act to extend indefinitely (from March 15, 2020 onward) the period during which unemployment benefits are payable to educational workers in non-instructional, non-research, and non-administrative positions.

• Removes the previous expiration date of September 4, 2021 that limited eligibility for educational workers to receive benefits during breaks between academic terms.

• Makes benefits available to workers employed by educational institutions and educational service agencies during periods between academic years/terms and vacation periods, as long as they meet other eligibility requirements.

• Aligns Illinois unemployment insurance rules with federal provisions under Section 3304(a)(6) of the Federal Unemployment Tax Act to avoid federal tax penalties.
