• Amends Section 5-1 of the Liquor Control Act of 1934 to permit special event retailer's licenses (not-for-profit) and special use permit licenses to sell alcoholic liquor for consumption on or off the premises (replacing "use or consumption" language).

• Creates new Section 6-40 defining "consumer loyalty and reward program" as programs offered by licensed retailers or manufacturers with retail privileges to provide rewards for purchases, including discounts, membership programs, point accumulation, clubs, and mug clubs.

• Authorizes retail licensees and licensed manufacturers with retail privileges to offer incentives, discounts, and exclusive benefits to loyalty program members and to sell specialty glassware with price discounts for future purchases using that glassware.
