Raises the mandatory competitive bid threshold for the Metropolitan Water Reclamation District from a range of $10,000-$40,000 to a fixed minimum of $60,000.

Allows the sanitary district to enter intergovernmental agreements with other local units to perform similar construction work on the same project up to $100,000 without separate competitive bidding.

Authorizes district officials to purchase supplies, materials, equipment, or services up to $100,000 in the open market for projects without advertisement or requisition filing.

Increases the emergency purchase authority limit for officials from $50,000 to $100,000 for immediate delivery to meet bona fide operating emergencies.

Requires full written accounts of project purchases and emergency expenditures to be submitted to the board of trustees within 30 days and made available for public inspection for at least one year.
