Prohibits exclusive single-family zoning in municipalities with populations of 100,000-500,000 starting June 1, 2025, and in municipalities with populations over 500,000 starting June 1, 2026.

Requires zoning units to permit "middle housing" (duplexes, triplexes, quadplexes, cottage clusters, and townhouses) in all residentially zoned areas that currently allow single-family homes.

Mandates adoption of compliant zoning ordinances and maps by June 1, 2025 (for mid-sized municipalities) or June 1, 2026 (for larger municipalities), with the Illinois Housing Development Authority developing a model ordinance for non-compliant jurisdictions by January 1, 2025.

Allows the Authority to grant time extensions for specific areas with deficient water, sewer, storm drainage, or transportation services, provided the zoning unit submits an approved remediation plan.

Limits home rule powers to prevent municipalities from adopting zoning regulations inconsistent with this Act and grants the Authority emergency rulemaking authority to implement the legislation.
