Excludes municipal wastewater agencies and sanitary districts from restrictions on enforcing ordinances against State facility remediation, redevelopment, and improvement projects.

Allows wastewater agencies and sanitary districts to enforce regulations regarding use of or connection to their treatment and collection systems for State facility construction, reconstruction, improvement, or installation projects.

Defines sanitary districts and wastewater agencies to include those organized under the Sanitary District Acts of 1907, 1917, and 1936, the Metropolitan Water Reclamation District Act, the North Shore Water Reclamation District Act, the Metro-East Sanitary District Act of 1974, and the Eastern Will Sanitary District Act.

Applies to remediation and improvement projects that are ongoing on the effective date of the amendment and to all projects started on or after the effective date.

Takes effect immediately upon enactment.
