Amends Section 5.4 of the Illinois Gambling Act to establish a program allowing investigators to purchase their service badge and firearm upon honorable retirement in good standing.

Retired investigators with a valid Firearm Owner's Identification Card may purchase their service firearm at replacement value rather than fair market value.

Retired badges must be permanently and conspicuously marked to prevent the retiree from being mistaken for an actively serving law enforcement officer.

Allows retired sworn law enforcement personnel employed by the Board to either keep their previously issued identification cards stamped "RETIRED" in red lettering, or receive new photographic identification cards indicating their retired status.

Requires the Board to immediately re-issue replacement identification cards to retired sworn personnel upon written request if the card is lost or stolen.
