Increases wage rates for direct support personnel and frontline workers in community-based providers serving persons with intellectual/developmental disabilities, effective January 1, 2025, with a $3 per hour wage increase (at least $1.50 direct to base wages, remaining $1.50 flexible).

Requires wages for all residential non-executive direct care staff (excluding direct support personnel) at community-based providers to meet federal Department of Labor, Bureau of Labor Statistics' average wage as defined by Department rule.

Extends similar $3 per hour wage increase requirements to ID/DD and MC/DD facilities licensed by the Department of Public Health, with at least $1.50 as direct aide base wage increase and $1.50 flexible for wage increases.

Requires rates effective January 1, 2025 to include adjustments to employment-related expenses as defined by Department rule.

Authorizes the Department of Human Services to adopt emergency rules to implement these wage increase provisions, subject to federal approval of relevant Waiver Amendments and State Plan Amendments.
