Amends the Environmental Protection Act to require the Illinois Environmental Protection Agency to adopt rules for administering the Water Revolving Fund that encourage regionalization and proactive compliance.

Establishes requirements for Agency regulations governing loan applications and issuance, including procedures for credit worthiness determination, loan terms, interest rates, and penalties for noncompliance.

Prioritizes Public Water Supply Loan Program funding for local government units and privately owned community water supplies needing capital improvements to protect human health and comply with state and federal drinking water standards.

Allows Water Pollution Control Loan Program rules to include criteria promoting green infrastructure, water efficiency, environmentally innovative projects, and nutrient pollution removal.

Takes effect immediately upon enactment.
