Increases the threshold for Attorney General title approval exemption from $10,000 to $25,000 for land acquisitions related to public works and improvements.

Allows the State Comptroller to draw warrants for land payments without Attorney General approval when the consideration does not exceed $25,000 and the acquisition is for highway right-of-way, freeway access rights, utility line easements, or water resource projects.

Maintains the requirement for Attorney General title approval and Secretary of State certification for land acquisitions exceeding $25,000 or for purposes outside the specified categories.

Establishes that violation of land acquisition requirements constitutes a Class A misdemeanor.

Exempts expenditures for construction and improvements on Illinois Building Authority premises and leasehold improvements by state agencies from these title approval requirements.
