Prohibits engaging in street sideshows on any street or highway in Illinois, defined as events where one or more vehicles block or impede traffic to perform unauthorized motor vehicle stunts, speed contests, or exhibitions of speed.

Establishes penalties for street sideshow violations as a Class A misdemeanor for first offense with minimum $250 fine, and Class 4 felony for second or subsequent offenses with minimum $500 fine.

Revokes the driver's license of any person convicted of engaging in a street sideshow in accordance with Section 6-205 of the Illinois Vehicle Code.

Creates an aggravated street sideshow offense as a Class 4 felony if a person involved in a street sideshow is involved in a motor vehicle crash resulting in great bodily harm, permanent disability, or disfigurement to another person where the violation was a proximate cause of the injury.

Prohibits vehicle owners from knowingly permitting their vehicles to be used for street sideshows, and prohibits interfering with traffic to facilitate street sideshows or street racing.
