Beginning January 1, 2027, prohibits sale, offer for sale, or distribution of corn, soybean, or wheat seed treated with pesticides containing clothianidin, imidacloprid, thiamethoxam, dinotefuran, or acetamiprid unless the Department of Agriculture temporarily suspends the requirement due to insufficient untreated seed supply or undue financial hardship to producers.

Department of Agriculture must publish its first written determination by October 1 following the bill's effective date and annually thereafter by October 1 regarding whether to suspend the prohibition for the following year.

Prohibits application of pesticides containing imidacloprid, thiamethoxam, or acetamiprid on outdoor ornamental plants and turf beginning July 1, 2025, and prohibits clothianidin or dinotefuran immediately upon effective date, except for agricultural commodity production.

Allows Director to issue written orders exempting pesticides from ornamental and turf restrictions if a valid environmental emergency exists, the pesticide would be effective in addressing it, and no less harmful alternatives are available; exemptions expire after one year.

Requires Department of Agriculture to conduct a study identifying practicable alternatives to the five prohibited active ingredients and submit results to the Governor and General Assembly by January 1, 2027.
