Creates the Pretrial Success Act to fund community-based pretrial supports and services through the Department of Human Services, with initial grants awarded by October 1, 2024, and subsequent grants issued by September 1 of each fiscal year.

Establishes service areas based on judicial circuits (minimum 250,000 population), with minimum annual grants of $300,000 per service area and individual organization grants ranging from $100,000 to $500,000.

Requires grant recipients to provide case management for mental health and substance use disorders, detoxification services or referrals, medication-assisted treatment or referrals, child care, and transportation to court appearances.

Creates local advisory councils in each service area with at least 40% of members having personal experience with felony charges and at least 20% with family members charged with felonies, to recommend fund allocation strategies.

Directs the Department to issue annual reports beginning January 1, 2026, evaluating program effectiveness in maximizing pretrial success and identifying gaps in community-based support services.
