Amends the Illinois Pension Code to clarify that benefit forfeiture for felony convictions applies immediately upon conviction entry, regardless of whether sentencing has occurred.

Changes apply to 14 different pension articles covering members, police officers, firefighters, employees, teachers, and judges convicted of felonies relating to their service.

Forfeiture takes effect immediately after felony conviction is entered for convictions on or after the effective date of this amendatory act of the 103rd General Assembly.

Provisions do not impair contracts or vested rights acquired before specified effective dates, and allow participants to receive refunds of contributions under certain conditions.

Includes exception for persons who intentionally cause delay in prosecution of service-related felonies (applies to police pension article only).
