Birth center reimbursement rates set by the Department of Healthcare and Family Services must equal hospital reimbursement rates for the same services, effective January 1, 2025.

Group or individual health insurance policies and managed care plans amended, delivered, issued, or renewed on or after January 1, 2025 must cover all birth center services by certified nurse midwives and licensed certified professional midwives, including prenatal care, labor and delivery, postpartum care, gynecological exams, and newborn care.

Medical assistance program must cover all birth center services provided by certified nurse midwives and licensed certified professional midwives for eligible individuals, with reimbursement rates equal to hospital rates.

Department of Healthcare and Family Services must seek State Plan amendments and federal waivers or approvals necessary to implement birth center coverage and equal reimbursement rates.

Removes previous provision limiting licensed certified professional midwife services coverage to subject to appropriation and eliminates requirement for Department consultation with midwives on reimbursement rates.
