Requires the Department of Corrections to publish quarterly reports on restrictive housing use beginning July 1, 2025, disaggregated by facility, age, sex, gender identity, and ethnicity.

Quarterly reports must include data on individuals placed in restrictive housing, their charges, confinement duration, mental illness designation status, and incidents of self-harm, suicide, and assault.

Reports must cover facility lockdowns, healthcare access times, physician visit procedures for those in restrictive housing, and the number of grievances filed against placement decisions.

Reports must document alternative programs to restrictive housing available by facility, including their frequency of use and attendance disaggregated by demographic categories.

Department of Corrections must compile annual summaries of collected data and submit to the Governor, General Assembly, and post publicly on its website beginning July 1, 2025.

Department must implement procedures to ensure data accuracy through regular audits and must collaborate with a third-party research university to verify data and improve collection methods.
