Creates the Small Single-Use Plastic Act prohibiting hotels with 50 or more rooms from providing small single-use plastic bottles (less than 6-ounce capacity) containing personal care products (shampoo, hair conditioner, bath soap) beginning July 1, 2025, with all hotels subject to the restriction starting January 1, 2026.

Allows hotels to provide small single-use plastic bottles of personal care products upon request at locations outside sleeping rooms and shared bathrooms, at no cost to the customer.

Requires first violations to receive a written warning from the Attorney General, State's Attorney, or municipal attorney; subsequent violations subject hotels to $500 civil penalties.

Grants the Attorney General rule-making authority to enforce the Act.

Preempts home rule by prohibiting local governments from passing ordinances, resolutions, or rules that further restrict hotels' ability to provide these products.
