Establishes a temporary statewide moratorium on construction of carbon dioxide pipelines until the Pipeline and Hazardous Materials Safety Administration adopts revised federal safety standards and Illinois completes a comprehensive safety study.

Requires the state study to determine required setbacks from residences, hospitals, schools, nursing homes, businesses, and other populated areas to ensure safe evacuation in case of pipeline rupture or leak.

Mandates the study include input from first responders, emergency management officials, engineers, meteorologists, and the public; evaluate CO2 concentrations from pipeline failures across urban, suburban, and rural settings; and recommend emergency response funding and fees for pipeline operators.

Places any pending carbon dioxide pipeline applications before the Illinois Commerce Commission on hold without prejudice until the moratorium conditions are met.

Moratorium expires after 4 years, when both federal standards and state study are finalized, or if Illinois enacts comprehensive legislation regulating carbon dioxide capture, transport, and sequestration that includes specified safety and environmental protections.
