All State agency and State-funded artificial intelligence systems must follow the National Institute for Standards and Technology's AI Risk Management Framework trustworthiness, equity, and transparency standards.

State agencies and entities managing State-funded AI systems must submit National Institute for Standards and Technology-based algorithmic impact assessments to the General Assembly, Illinois Auditor General, and Department of Innovation and Technology within one year of the bill's effective date.

Each State agency or entity deploying State-funded AI systems must appoint a chief artificial intelligence officer or chief intelligence officers to oversee algorithmic impact assessments for all covered algorithms.

The Department of Innovation and Technology must create two standardized algorithmic impact assessment templates using NIST standards: one for State agencies (with public comment period) and one for entities deploying State-funded AI systems (without public comment).

The Department of Innovation and Technology may permanently discontinue or withhold operations/funding for AI systems if concerns are raised about assessment results by the General Assembly, Illinois Auditor General, or Department representatives.
