IL HB4850

Creates the School District Impact Note Act requiring the Illinois State Board of Education to prepare impact notes for bills that could negatively affect school district finances or require additional staffing resources.

Impact notes must be prepared before second reading in the originating chamber and delivered to the bill sponsor within 10 calendar days (extendable up to 5 additional days, but not beyond May 15).

Impact notes must include immediate and long-range financial impacts, short-term and long-term staffing estimates, and whether the bill will have disparate effects on school districts, but cannot include opinions on bill merits.

Any legislator may request an impact note if the sponsor believes it unnecessary, with the determination made by majority vote of the chamber; sponsors may challenge bad faith requests.

Requires strict confidentiality of bill submissions and impact assessments before introduction, limiting disclosure to the bill sponsor and designee; takes effect immediately upon becoming law.
