Authorizes school boards and entities eligible for waivers under Section 2-3.25g to hold school or schedule teachers' institutes, parent-teacher conferences, or staff development on November 5, 2024 (2024 General Election Day), subject to specified conditions.

Requires that if November 5, 2024 is used for school activities, the person or event honored by the holiday must be recognized through instructional activities on that day or the first school day before or after.

Mandates that school boards hold a public hearing with advance notice to educators and parents before exercising the authority to schedule school on November 5, 2024, with notice describing the proposal and indicating testimony will be taken.

Establishes November 5, 2024 as a State holiday known as 2024 General Election Day, but permits the exception in subsection (b) allowing eligible school entities to use the day for school activities under the specified conditions.

Effective July 1, 2024.
